Feature enhancements TUgitLab

From now on you can create private projects and publish your own projects.

TU employees can now create a maximum of 10 projects in their private namespace in TUgitLab without authorization from their TUgitLab institute administrator. This option will be available the day after the first login to TUgitLab at the latest.

In addition, groups and projects can now be made public by the TUgitLab institute administrator or the project owner himself. Please note that sensitive information you have additionally entered in your GitLab user profile may be viewed by anonymous users in public projects.
